On April 6, the system began testing. On June 1, the test ended and combat mode began. About 6,500 documents on upcoming deliveries, issued over two months of testing, became the basis for technical debugging. Now everyone goes through this procedure.
What has changed since June 1st
Until June 1, the company could bring goods from Kazakhstan or Belarus in the usual mode — with an invoice and a customs declaration. Now, before each delivery, you need a separate step: submit a document on the upcoming delivery (DPP) to the Federal Tax Service. The system checks the data and assigns a QR code. The carrier presents the code at the checkpoint automatically, without additional paperwork.
Since June 1, a security payment has been added to this. Logic: the importer pays the amount of the upcoming VAT and excise taxes in advance — before crossing the border. No later than two days before importation, in general, four hours in advance — if payment is not required by law. After the sale of the product, VAT is credited, and the excess is refunded.
What was added based on the results of testing
The system has become more convenient. The Federal Tax Service has implemented automatic loading of data from accounting systems — 1C and analogues. API integration is being worked out for those who keep records through their own platforms. Following the results of the first days of the combat regime, clarifications on non-standard situations are issued.
Who's under attack right now
Marketplace sellers who import goods from the EAEU are especially those who purchase Chinese "second wave" products in Kazakhstan. Small importers who worked through intermediaries and did not think about who issued the DPP. Armenian suppliers: The Ministry of Economy of Armenia has specially issued a memo for exporters — the cargo will not be allowed without additional payment from the Russian importer.
What happens when there is a violation
There are three reasons for a U-turn: there is no QR code, the DPP is in the wrong status, and the data in the DPP differs from the carrier's documents. The form of the departure order was approved by Order of the Federal Customs Service No. 380 dated 05/06/2026.
