The Russian Chamber of Commerce and Industry has approved a new procedure for issuing certificates of origin. The main innovation is the introduction of replacement certificates, which can be obtained on the basis of foreign documents to simplify customs procedures.

The Chamber of Commerce and Industry of the Russian Federation (CCI of Russia) has approved a new procedure for issuing certificates of origin, which introduces the concept of "replacement certificates". The document was issued by Order No. 67 dated September 26, 2025 and is intended to make the process of confirming the origin of imported products more transparent and efficient.

The updated Regulation on the procedure for issuing certificates consists of two key sections:

  • the very Provision describing the issuance procedure and document requirements,
  • and the procedure for determining the cost of identification of imported goods.

The document is accompanied by a unified application form and a methodology for calculating tariffs for identification services, which ensures transparency of pricing.

The main innovation was the possibility of issuing replacement certificates — Russian documents that are issued on the basis of foreign certificates of origin. This measure simplifies the interaction of importers with Russian customs authorities and speeds up cargo clearance.

In addition, the regulation details the mechanism for issuing certificates, defines an exhaustive list of necessary documents and regulates the process of their submission. The introduction of a single form and standardized requirements reduces the time and administrative costs of participants in foreign economic activity.

According to experts, the new procedure will be an important step in digitalization and simplification of foreign trade procedures, as well as increase confidence in the Russian system of confirming the origin of goods.
