From 1 December 2026, Russia introduces a technology fee, a mandatory payment for manufacturers and importers of electronics. The legal basis is Federal Law No. 425-FZ of 28 November 2025. The rates have been approved by an order of the Ministry of Industry and Trade, but the payment procedure, benefits and offset mechanism for components are still being finalised. No relief is promised for importers.

The fee covers five product groups listed in the order of the Ministry of Industry and Trade No. 5366 of 13 October 2026: laptops weighing up to 10 kg, smartphones, corded phones with a cordless handset, devices for cellular and other wireless networks, and other telephone sets. All these categories are already subject to mandatory labelling of radio electronics.

The payment is fixed and charged for each unit of goods. The amount depends on the type of device and on whether the brand and model are entered in the state labelling information system (GIS MT, Chestny ZNAK). If the data are registered, the rate is a third lower than the base rate; if not, it is about a third higher. The maximum fee per unit cannot exceed 5,000 rubles.

Current rates:

  • laptops: base rate 746 rubles, 500 rubles with registration in GIS MT, 992 rubles without registration;
  • smartphones: 373 / 250 / 496 rubles;
  • corded phones with a cordless handset: 149 / 100 / 198 rubles;
  • devices for cellular networks: 75 / 50 / 100 rubles;
  • other telephone sets: 37 / 25 / 49 rubles.

The difference between a registered and an unregistered model is noticeable for wholesale batches. A batch of 1,000 laptops will cost 500,000 rubles with a product card in the system and 992,000 rubles without one. For 2,000 smartphones, the gap is similar: 500,000 versus 992,000 rubles.

The payment scheme is described in a draft government resolution prepared by the Ministry of Industry and Trade. The importer or manufacturer submits product information to GIS MT, the state industrial information system (GISP) automatically calculates the amount within a day, and the company transfers the payment, which is administered by the Federal Tax Service. Once payment is confirmed, the Chestny ZNAK operator records that the product has been put into circulation, and only then can it be sold.

The main practical risk is not a fine but a sales block. The law does not yet provide separate liability for non-payment, and the draft rules do not introduce penalties for late payment. However, without the fee paid, labelled products cannot be legally put into circulation.

Benefits for Russian manufacturers listed in the register of Russian industrial products are being discussed, and the list is to be approved by 1 December. The current documents provide no relief for importers. The Ministry of Industry and Trade promises to settle the offset mechanism for double charging, when the fee could be charged on both a component and the finished device, but the specific procedure has not yet been approved.

The Ministry of Industry and Trade estimates the impact of the fee on retail prices at no more than 1%. Market participants, in appeals to the ministry, cite a range of 1 to 9% depending on the product category. The law does not require the fee to be shown as a separate line in the price: each company decides for itself whether to pass it on to the buyer or absorb it from its margin.

A separate deadline applies to existing stock: products manufactured or imported before 1 May 2026 must be labelled by 30 November 2026. From 1 December, the sale of unlabelled equipment from the list is prohibited.

In the future, the list of goods subject to the fee will be expanded to include telecommunications equipment, such as base stations, switches, routers and data transmission equipment, after the labelling experiment for these categories is completed. Importers of telecom equipment should follow the final government resolution: deadlines, benefits and the offset procedure may still change before the date of entry into force.
