The import, production and sale of Euro-2, Euro-3 and Euro-4 class gasoline is allowed in Russia until July 1, 2027.
The ecological class determines the maximum content of sulfur, benzene and aromatic hydrocarbons in the fuel. The technical regulations of the Customs Union gradually raised the bar, and low classes were washed out of the market: Euro-2 meets the standards of the late nineties, Euro-5 is the current standard for retail. The opening of the window for eleven months means that fuel, which was not allowed into circulation according to the regulations, can legally enter the domestic market.
The decision is read in conjunction with the fuel restrictions of the summer. From August 1, the export of gasoline, diesel and marine fuel is closed until January 31, 2027, with an exception for producers of diesel and marine fuel from September 1. Export duties on petroleum products were reset in August. The logic of the design is simple: to keep the volumes within the country and expand the acceptable range.
This is a specific opportunity for the participants of foreign economic activity. The import of low-grade gasoline from countries where such fuel is produced in large quantities has so far been limited by the requirements of technical regulations. Now the restriction has been lifted for a certain period of time, and deliveries become a calculated task: logistics leverage, excise duty, sales channel.
The reverse side is the date of July 1, 2027. Supply contracts after this period will fall under the previous requirements, and the balances that have not been realized by this time will be out of circulation.
What a business should do. Fuel importers need to evaluate the economics of low—class supplies and check which sales channels are ready to accept them: retail and wholesale buyers are guided by their own quality requirements. To plan the implementation with a margin before July 1, 2027, and not on the very date.
