Russian Post has proposed allowing the self-employed to work in post offices so that order pick-up points can be set up there. Currently, only full—time employees are involved in the issue, due to the secrecy of the postal service. The participants of the discussion recognized the idea as applicable, but requiring detailed study.

Russian Post has taken the initiative to remove restrictions that prevent the opening of pick-up points inside post offices.

Currently, the design is as follows: orders from marketplaces in branches are issued only by full-time employees of the Post Office. The reason is the secrecy of the postal service: only those who are on staff can work at the branch, and regulations restrict the placement of third—party PVZS there.

The economic argument is simple. The interlocutor of Interfax believes that the placement of the pick-up point in the Post office is more appropriate than a free-standing PVZ: the premises, utilities and traffic are already there, and you do not need to pay for a separate lease.

For the market, this may change the geography of delivery. The network of Post offices covers small towns and rural areas, where a separate marketplace does not economically pay off. Sellers regularly run into this limitation: an order from the region either takes longer or goes at a more expensive fare to the nearest destination.

The initiative was discussed in May at a meeting with representatives of the Ministry of Economic Development, the Ministry of Finance, the Autonomous Non-Profit Organization Federal Competence Center and the Post itself. The participants decided that the development of multi-branding and multi-format is applicable for Russian Post, but the proposal requires detailed study.

The context of the initiative is financial: the authorities have been trying to improve the situation of the Post for many years. On July 26, the law on postal communications was signed, allowing the creation of an electronic postal system and digital mailboxes for individuals and organizations based on Gosuslug.

What a business should do. There is no decision yet, and there are no deadlines either. For sellers who consider the economics of delivery to remote regions, it makes sense to keep this scenario in mind: expanding the delivery network through post offices can reduce the logistical burden where only courier delivery currently operates. Entrepreneurs considering the opening of a PVZ as a business should monitor the elaboration: the format inside the branch removes the main expense item, rent.
