Federal Law No. 331-FZ of 08/04/2026 introduced a mechanism for urgently stopping sales of dangerous products. It will start operating on March 1, 2027.
The scheme relies on the labeling infrastructure. The supervisory authority issues an order banning the sale, the information gets into the "Honest Sign", and the cashier stops accepting the labeling code of this product. The seller does not need to remove anything from the shelf manually — the operation simply does not work.
The reasons for the immediate prescription are listed directly: mass poisoning, the threat of mass infectious diseases, signals from other countries, information from law enforcement agencies about the danger of products.
The perimeter of the ban is flexible. It can cover a specific batch, a particular type of product, or all products from the same manufacturer. If the regulation does not name a specific business entity, the document is mandatory for all sellers of such products.
A separate responsibility falls on the recipient of the order: to inform consumers and other market participants about the ban. Information about the bans will also be posted on the websites of the supervisory authorities. If the threat is eliminated, sales are resumed no later than three business days.
For importers, the design means a new type of risk. The ban on the manufacturer affects the entire product line at once, including goods that have already been delivered and are in the warehouses of marketplaces and retail. At the same time, the batch remains on the balance sheet, but it cannot be sold.
What a business should do. Work out a scenario in case of blocking in advance: who in the company monitors the regulations, how quickly you learn about the ban by your code, whom and in what form you notify. It makes sense to include conditions in foreign trade contracts in case of a ban on sales due to the manufacturer's fault — refund, replacement, compensation. And evaluate the concentration of purchases: if the entire range of a category comes from one supplier, one order stops the sale entirely.
