The Ministry of Finance is working on tax support measures for entrepreneurs whose goods were damaged or destroyed in Wildberries warehouses. This was announced on August 6 by State Secretary and Deputy Finance Minister Alexei Sazanov.
The discussion is being held in a special working group under the Government. Among the solutions under consideration are deferrals and installments for the payment of taxes. Separately, the agency is studying a business request for the possibility of taking into account losses incurred when calculating income taxes. The duration of the grace period can be determined separately for each entrepreneur.
Specific proposals are planned to be submitted next week, after which the authorities will make a final decision.
The request was formulated by Opora Russia: the organization asked for a tax break until at least the end of the year and suggested extending the measure to entrepreneurs who can document the loss or damage of goods. The requirement for documentary confirmation is a key detail: the seller will have to prove not only the fact of the loss, but also the volume.
The tax burden on the loss of goods is not obvious to many sellers. The product has burned down, there is no revenue, and tax obligations for previous periods remain; at the same time, the cost of purchasing a lost batch without proper registration is not included in the cost. Postponement removes the cash gap, and recognition of losses reduces the base.
At the same time, support for the regions within the framework of the infrastructure rehabilitation program and the allocation of grants for the development of online sales for small and medium-sized businesses are being discussed. The site itself has conducted two tranches of support payments: the second one included more than 97 thousand entrepreneurs.
What the seller should do. Collect the evidence base now, without waiting for a decision: acts, inventory documents, site notifications, correspondence, confirmation of the purchase of the lost batch. The mechanism is highly likely to require documentary confirmation, and it is more difficult to restore documents retroactively. The parameters and deadlines will become clear after the working group submits proposals.
