The order of the Ministry of Industry and Construction of the Republic of Kazakhstan approved the Rules for labeling and traceability of light industry goods. The main provisions of the document will enter into force on November 14, 2026.
The first stage, starting from December 1, 2026, covers clothing and accessories made of natural or composite leather, artificial fur products, certain types of men's, women's and children's clothing, ski suits, as well as bed, table, toilet and kitchen linens.
The second stage will begin on March 1, 2027. Outerwear, blouses, sweaters, pullovers, cardigans, vests, men's shirts, women's blouses, shawls, scarves, ties and a number of other categories will fall under the requirements.
From October 1, 2027, the labeling will apply to additional categories of men's, women's, and children's clothing: suits, blazers, jackets, dresses, skirts, trousers, jumpsuits, tracksuits, and knitted shirts.
A separate requirement has been established for importers: the marking must be applied before the products are imported into Kazakhstan or before they are placed under customs procedures for release for domestic consumption and re-import. This means that the preparation for labeling needs to be integrated into the logistics chain on the supplier's side or in a warehouse abroad — before crossing the Kazakh border.
Traceability — the mandatory transfer of information about the movement of products between market participants — will be operational from October 1, 2027. Inventory balances must be marked no later than January 1, 2028. A step-by-step schedule has been introduced for a smooth transition of turnover participants to a new regulatory instrument: the business has a transition period for technical and organizational training.
Kazakhstan is a member of the EAEU, and the introduction of a national labeling system creates additional requirements for suppliers from Russia, China and other countries working with the Kazakh market. Companies exporting clothing and textiles to the republic should already take into account the December deadline when planning deliveries for 2026 and build processes for applying labeling codes before shipping the goods.
