Starting from June 1, the Confirmation System for waiting for the delivery of goods (SPOT) goes out of test mode and into commercial operation. Finance Minister Anton Siluanov personally checked the readiness at the Mashtakovo checkpoint. The Federal Customs Service and the Federal Tax Service said they are ready. For importers who import goods by road from the EAEU countries, the system becomes mandatory. Cargo will not pass through the border without a QR code.

The SPOT has been tested since April 6, 2026, for more than a month and a half. The transition period is now ending. Since June 1, the system is mandatory for everyone who imports goods by road across the EAEU border to Russia.

How SPOT works

The logic is simple: Before the cargo physically crosses the border, the importer must notify the system via the FTS platform. The notification is called a document on the upcoming delivery of goods (DPP). After submission, the system generates a QR code - a visualized link. The carrier must present this QR code at the checkpoint.

The second mandatory element is a security payment. It is made at least two calendar days before importation. The amount is not less than the amount of future VAT and excise tax (if applicable). Non-cash payment, to a special CBC. This is not an advance payment of customs duties, but a reservation of indirect taxes.

Three reasons for cargo reversal

By Order No. 380 of the Federal Customs Service of Russia dated May 6, 2026, the form of the vehicle departure order was approved outside the Russian Federation. The order is issued in three cases: there is no QR code; the DPP has a status that does not allow import; the data in the DPP does not match the carrier's documents. In any of these cases, the cargo is returned. They don't detain you, they don't fine you on the spot, they turn you around.

Selective control, not total

Siluanov stressed at Mashtakovo that the verification procedure takes several minutes and should not create obstacles for bona fide carriers. The control is carried out selectively by mobile groups of the Federal Customs Service — not every truck is stopped. But if you have been checked and there is no QR code, a reversal is inevitable.

The main goal is SPOT

The system is aimed at combating gray imports: underestimation of the value in the declaration, fictitious shipments, schemes with fictitious importers. When data on the product, price, and participants in the transaction enter the system in advance and are checked before import, maneuvering at the border becomes impossible.

What needs to be done before June 1st

Register on the FTS platform to submit an additional payment — if it hasn't been done yet. Check how the notification is embedded in the current business processes two days before importation. Make sure that the finance department understands the security payment scheme and can make it promptly. Instruct carriers and forwarders: do not go to the checkpoint without a QR code.
