Igor Kobzev took part in a joint meeting of the forum, as well as in a meeting of the heads of delegations — Deputy Prime Minister of the Russian Federation Alexey Overchuk and First Deputy Prime Minister, Minister of Economy and Development of Mongolia Zhadambyn Enkhbayar, where they discussed the development of energy, transport infrastructure and trade and economic cooperation, including the practical implementation of the interim trade agreement between the EAEU and Mongolia..
At the 18th meeting of the Subcommittee on Regional, Cross-Border Cooperation and Tourism Development, the Governor noted the development of cooperation in the tourism sector, including the revival of the historic "Great Tea Way" route and the completion of the China—Mongolia–Russia international motor rally, as well as a significant increase in exports of agricultural raw materials and food products and the successful implementation of joint projects in in the field of education and training.
Kobzev suggested drawing up a calendar plan of events for the "Great Tea Way" project with synchronization at once at the sites of Russia, Mongolia and China. The head of the region also met with the Consul General of Mongolia in Irkutsk, Batsukh Ichinhorloo.
The business program of the forum ended with a plenary session, where the participants identified further areas of cooperation. Within its framework, the Irkutsk Region and the Khubsugul Aimag of Mongolia signed a cooperation agreement covering trade, economic, social, scientific, technical, cultural and humanitarian spheres; economy, trade, agriculture, healthcare, education, culture, sports and tourism are identified as priority areas.
The practical result of the delegation's work was the signing of a number of agreements and foreign trade agreements between enterprises of the Irkutsk region and Mongolia — for the provision of cargo transportation services, for the supply of canned meat from Mongolia, for the supply of coniferous seedlings and building materials from the Angara region, a dealership agreement and a contract for the supply of polymer plastic. The total amount of signed documents amounted to more than 680 million rubles. In addition, four Irkutsk companies participated in the forum's exhibition, presenting products from the agro-industrial complex, information technology and software, as well as products made of wear-resistant polymer materials and plumbing and heating equipment.
The governor outlined the importance of partnership for the region in this way:

With its powerful industrial and scientific potential, the Irkutsk Region is ready to offer Mongolia large-scale economic cooperation and the implementation of joint environmental projects to preserve the unique ecosystems of Lake Baikal and Khubsugul."
