Amendments to the Federal Law on Freight Forwarding dated 30.06.2003 No. 87-FZ entered into force on September 1, 2026. From this date, all forwarding documents are generated exclusively in electronic form and transferred to the state information system of electronic transportation documents — GIS EPD.
The procedure for exchanging electronic forwarding documents and the rules for sending them to GIS EPD are fixed by Decree of the Government of the Russian Federation dated 04/27/2026 No. 469. Electronic document formats are approved by Order of the Federal Tax Service dated 04/28/2026 No. ED-1-26/277@.
Electronic forwarding documents that are subject to the new requirements include instructions to the forwarder, forwarding receipt and warehouse receipt.
The 1C-EPD service supports approved formats and adds the ability to upload a draft of an electronic order to a freight forwarder in the form of an XML file received from a shipping or forwarding company. To work with drafts, you need to install patch EF_00_00934786.
The procedure takes several steps. In the ""Electronic order to the forwarder""Title 1" document form, the user clicks the "Fill in based on the draft" button, selects the XML file of the customer's title and opens it. After checking the data, the document is saved with the "Record" button and sent to the counterparty.
For companies working with international transportation, the transition to mandatory electronic document management with freight forwarders means the need to synchronize accounting systems with the requirements of GIS EPD. The ability to accept drafts directly from carriers and forwarders reduces manual data entry and reduces the risk of errors when processing accompanying documents for cargo.
