Russian Railways limited loading in the direction of Novorossiysk. The document is published on the company's website, valid from August 13 to August 22 inclusive. The restrictions apply to two stations: Novorossiysk and Novorossiysk-Export.
The cause was an incident on the night of August 12, which affected the Novorossiysk grain terminal with a capacity of up to 8.5 million tons per year, the Novorossiysk Bakery Plant and the city's road infrastructure.
For participants in foreign economic activity, the scale of the node is important. Novorossiysk is the largest port in the south of the country. It provides transportation with Turkey, as well as access to the markets of Southeast Asia, Africa and the Middle East. The loading restriction means that wagons are not accepted for shipment to these stations, and the cargo remains at the departure station or on non-public tracks.
The direct consequences for the shipper are counted in three positions. The first is the idle time of the wagons and the associated user fees. The second is the delay in the delivery of cargo for the ship's shipment: if the ship has already been declared, you either have to negotiate a transfer or look for an alternative leverage. The third is the redistribution of volumes to other southern destinations, where capacity is limited and rates respond to demand.
The ten—day deadline is preliminary. In case of repeated incidents, restrictions on rail transportation to Novorossiysk may be extended.
What a business should do. Exporters with shipments to Novorossiysk stations should immediately contact the operator and clarify the status of shipments already accepted for transportation. Evaluate the possibility of redirection to alternative ports in the Azov-Black Sea basin and calculate the difference in leverage and bid in advance. For contracts with a fixed date for loading onto a ship, it is necessary to check the wording about delays for reasons beyond the control of the parties and notify the counterparty in writing, without waiting for the deadline.
