Since September 23, the export of more than 120 types of industrial goods from Belarus has been banned for six months — until March 22, 2027. The restriction applies both to the EAEU countries and beyond. The list has been updated: some positions have been added and some have been withdrawn. Russian buyers of Belarusian equipment need to check the nomenclature by the end of September.

The Government of Belarus, by Resolution No. 442 of the Council of Ministers dated September 1, 2026, imposed a temporary ban on the export of certain types of industrial goods. Some of the provisions of the document are valid from the moment of adoption, the key points — from September 23, 2026. The validity period is six months, until March 22, 2027.

The list includes more than 120 types of industrial products. Formally, this is not a new measure, but another extension: the ban has been in effect since 2022 and is postponed every six months. In March 2026, a similar decree No. 128 extended the restriction until September 22, and that list included more than 250 items — boilers, turbines, engines, vehicles, certain types of industrial equipment and machinery.

The design of the ban is broader than the word "export" makes it seem. The restriction applies to exports to the EAEU member States, regardless of the country of origin of the goods, as well as to exports outside the customs territory of the Union when goods are placed under export procedures, temporary export, processing outside the customs territory and re-export. In other words, the Russian buyer falls under the measure on an equal basis with any other, and transit and re-export schemes through Belarus do not work for these items.

The Government explains the decision by the need to prevent unjustified export and shortage of industrial products on the domestic market. At the same time, the list has been adjusted, and for individual export cases, the need for coordination has been eliminated.

What should Russian importers do before September 23? To raise existing contracts with Belarusian suppliers of industrial equipment and compare each item with a new annex to Resolution No. 442. Reducing the list from 250 to more than 120 items means that some of the goods have been banned, and this is an opportunity, not just a risk. For the positions remaining under the restriction, check whether your scheme falls under the cancelled approval. And to assess whether the batches are in time to be shipped before September 23: after this date, the issue is closed for six months.
