Construction will begin in March 2027 on the territory of "UTTZ" JSC. The park area will be 32,000 square meters, which will house about 22 real estate objects. The target audience is manufacturers of components and other small and medium—sized businesses, which are already turning to UTTZ in search of production sites.
"We are currently being approached by partners who produce various components. And they are looking for a site to host their production. We are not talking about any global factories. This is just a platform for small and medium—sized businesses," said Denis Rassadnikov, General Director of "UTTZ" JSC.
Residents of the park will be provided with support measures similar to those in special economic zones. A specific list of benefits was not specified, but a comparable SEZ regime means potential preferences for income taxes, property taxes and customs procedures — a significant argument for manufacturers working with imported components. He announced contracting with the first residents of the Seedling at the beginning of 2026: "I think that closer to the new year, at the beginning of next year, we will hopefully already be contracting with those who will come in."
At the same time, UTTZ is developing a joint venture with the Minsk Automobile Plant. ""TRET "MAZ-UTTZ" LLC" was established in 2023, the assembly is carried out at the UTTZ site. In 2023-2024, the share of joint production accounted for 40% of the Russian trolleybus market, over 700 vehicles were produced. By the end of October 2025, the joint venture is moving to a new site, acquired specifically for expansion.
"Maybe we will look at some additional models that we are not currently producing in cooperation. We are currently discussing with colleagues from the Minsk Automobile Plant what else can be produced there," explained Rassadnikov.
The new site removes the limitation on production capacity that held back the expansion of the model range. Negotiations with MAZ on new positions are already underway, although specific models have not yet been named. For suppliers of components focused on cooperation with Belarusian partners within the EAEU, the appearance of a specialized site in Ufa with preferential treatment opens up the opportunity to localize production near the anchor customer.
